GMCA Adult Education Budget
Greater Manchester Combined Authority (GMCA) has managed the region's Adult Education Budget since 2019, giving the area control over how training funds are spent. This means Greater Manchester can prioritise construction and trade skills based on local demand — and demand is high, with major infrastructure projects including the Bee Network transport expansion and thousands of new homes planned.
The eligibility rules mirror the national AEB: free training if you don't hold a Level 3, free at any level if you're on benefits, and co-funded (50% off) otherwise. But GMCA also invests in additional programmes targeting local skills gaps.

Who Gets Free Training?
- Aged 19+ without a Level 3 — free first full Level 3 qualification
- Aged 19+ without a Level 2 — free first full Level 2
- On Universal Credit, JSA, or ESA — free training at any level
- English and Maths — free for all up to Level 2
- Low-wage workers — GMCA has additional flexibility for workers earning below a threshold
Greater Manchester Colleges for Trade Training
The Manchester College (part of LTE Group)
The largest further education college in Greater Manchester, with campuses across the city including the purpose-built City Campus Manchester. Offers Level 1–3 in Plumbing, Electrical Installation, Carpentry and Joinery, Bricklaying, Painting and Decorating, and Multi-trade. Excellent industry links and high employment rates on completion.
Salford City College
Based in Salford with a dedicated Construction Centre at the Pendleton campus. Courses in Plumbing, Electrical, Carpentry, and Bricklaying from Level 1 to Level 3. Strong apprenticeship programme with local employers including major Salford Quays developers.
Bolton College
Serves Bolton and surrounding areas. Construction department offers Bricklaying, Carpentry, Electrical, Plumbing, and Plastering courses. AEB-funded places available for eligible learners. Active links with Bolton regeneration projects.
Tameside College
Covers Tameside, east Manchester, and High Peak. Construction courses from Level 1 upwards. Specialist provision in multi-skills and site carpentry. Part of the wider Tameside One campus development.
Wigan & Leigh College
Serves Wigan borough. Well-equipped construction workshops for Plumbing, Electrical, Bricklaying, and Carpentry. Good track record of learner progression into employment or apprenticeships.

Greater Manchester Skills for Growth
GMCA runs a Skills for Growth programme that helps employers access funded training for their workforce, including construction skills. If you're already working in a trade and your employer wants to upskill you, this programme can cover the costs.
Working Well Programme
Greater Manchester's Working Well programme supports people who are long-term unemployed or have health conditions that affect their ability to work. It includes access to funded training, including trade qualifications, as part of a personalised support package.

GMCA has invested in construction skills hubs that provide direct routes from training into employment on local construction projects. These hubs partner with major developers and contractors working on GM projects.

How to Apply — Step by Step
- 1. Check eligibility: Do you already hold a Level 2 or Level 3? Are you on benefits? This determines whether training is free, co-funded, or loan-funded.
- 2. Pick your trade: See our career guides for salary, demand, and training details.
- 3. Contact a college: Use the GM colleges listed above. Call their admissions team and ask about AEB-funded construction courses.
- 4. Enrol: Bring ID, proof of address (must be in Greater Manchester), and qualification evidence. The college handles the AEB claim.
