West Yorkshire Combined Authority Adult Education Budget
Since August 2021, West Yorkshire Combined Authority (WYCA) has managed the region's Adult Education Budget (AEB), giving the area direct control over how training funds are allocated. Mayor Tracy Brabin's administration has made construction and green skills a priority, channelling funding towards trades that address West Yorkshire's acute housing and infrastructure needs.
Leeds alone has over 30,000 new homes planned through the Local Plan, with construction and retrofit work generating sustained demand for electricians, plumbers, bricklayers, and carpenters across the region. The WYCA AEB ensures local residents can access the training to fill these roles.

Who Gets Free Training?
- Aged 19+ without a Level 3 — free first full Level 3 qualification
- Aged 19+ without a Level 2 — free first full Level 2
- On Universal Credit, JSA, or ESA — free training at any level
- English and Maths — free for all adults up to Level 2
- Earning below the National Living Wage threshold — WYCA has additional co-funding flexibility for low-wage earners
Leeds & West Yorkshire Colleges for Trade Training
Leeds College of Building
The UK's only specialist construction college, and it's right in Leeds. Leeds College of Building offers an unmatched range of construction courses from Level 1 through to Level 6 (degree level). Courses include Plumbing, Electrical Installation, Bricklaying, Carpentry and Joinery, Plastering, Painting and Decorating, Roofing, Scaffolding, and Retrofit. Purpose-built workshops simulate real site conditions.
They also run one of the largest construction apprenticeship programmes in the country, with employer partners including major housebuilders and commercial contractors operating across Yorkshire.
Leeds City College
Part of the Luminate Education Group, Leeds City College offers construction courses at its Printworks Campus in the city centre. Electrical Installation, Plumbing, Carpentry, and Multi-trade courses are available at Levels 1–3. Strong links with Leeds City Council apprenticeship programmes and local employers.
Bradford College
Serves Bradford and the wider West Yorkshire area. Dedicated construction workshops for Plumbing, Electrical Installation, Bricklaying, and Carpentry. AEB-funded places available for eligible West Yorkshire residents. Good track record for adult learner support.
Wakefield College
Covers Wakefield and the Five Towns area. Construction courses in Plumbing, Electrical, Carpentry, and Bricklaying from entry level to Level 3. Part of the Heart of Yorkshire Education Group. Active apprenticeship programme with employers across West Yorkshire.
Kirklees College (Huddersfield)
Serving Huddersfield and the Kirklees area. Construction department offers Bricklaying, Carpentry and Joinery, Electrical, and Plumbing courses. Campuses in Huddersfield and Dewsbury with well-equipped construction workshops. Eligible West Yorkshire residents can access AEB-funded places.

Employment West Yorkshire
WYCA runs the Employment West Yorkshire programme, which provides personalised support for residents who are unemployed or in low-paid work. This includes access to funded training courses, help with travel costs, and guaranteed interview schemes with local employers — including construction firms and trades businesses.
[re]boot West Yorkshire
The [re]boot programme is specifically designed for career changers. Short, intensive courses in construction skills including retrofit, green energy, and digital construction. Funded through WYCA with no cost to eligible participants. Perfect for people leaving office-based jobs who want a fast route into the trades.
Leeds Construction Skills Hub
Leeds City Council works with contractors on major regeneration projects — including the South Bank development and West Leeds Gateway — to create training and employment opportunities for local residents. The Construction Skills Hub connects trainees directly with site jobs.
Skills Bootcamps in West Yorkshire
West Yorkshire has a strong allocation of Skills Bootcamps, including construction-specific options in retrofit, sustainable construction, and electrical installation. These are free for residents, last 12–16 weeks, and come with a guaranteed job interview on completion. WYCA regularly publishes new bootcamp opportunities.

- 1. Check eligibility: Do you already hold a Level 2 or Level 3? Are you on benefits? This determines whether training is free, co-funded, or loan-funded.
- 2. Pick your trade: See our career guides for salary, demand, and training details.
- 3. Contact a college: Start with Leeds College of Building for the widest range of construction courses. Call their admissions team and ask about AEB-funded places.
- 4. Enrol: Bring ID, proof of address (must be in West Yorkshire), and qualification evidence. The college handles the AEB claim.
- 5. Check bootcamps: Before committing to a longer course, check if a free Skills Bootcamp in your chosen trade is available.
