West of England Adult Education Budget

The West of England Combined Authority (WECA) has managed the region's Adult Education Budget since 2019, giving Bristol, South Gloucestershire, and Bath & North East Somerset control over how training funds are allocated. Bristol is one of the fastest-growing cities in England, with massive demand for construction workers driven by the Temple Quarter regeneration, Western Harbour development, and the city's ambitious housing targets.

Bristol also leads on green construction. The city declared a climate emergency in 2018 and has set a target to be carbon neutral by 2030. This drives significant demand for retrofit specialists, heat pump installers, and sustainable construction skills — all funded through WECA's AEB and Skills Bootcamp programmes.

Who Gets Free Training?

  • Aged 19+ without a Level 3 — free first full Level 3 qualification
  • Aged 19+ without a Level 2 — free first full Level 2
  • On Universal Credit, JSA, or ESA — free training at any level
  • English and Maths — free for all adults up to Level 2
  • Residents in priority wards — WECA has additional flexibility for residents in areas of high deprivation across Bristol, particularly South Bristol and Hartcliffe

Bristol & West of England Colleges for Trade Training

City of Bristol College

The main further education college for Bristol. The Construction Centre at the College Green campus offers Plumbing, Electrical Installation, Bricklaying, Carpentry and Joinery, Plastering, Painting and Decorating, and Roofing from Level 1 to Level 3. Also runs specialist courses in sustainable construction and heritage building skills — relevant given Bristol's many Georgian and Victorian properties.

Strong apprenticeship programme with employer partners including housebuilders active in the Bristol area and commercial contractors on Temple Quarter.

South Gloucestershire and Stroud College (SGS)

Campuses in Filton, Stoke Gifford, and Stroud. The WISE Campus in Stoke Gifford has dedicated construction workshops for Plumbing, Electrical, Carpentry, Bricklaying, and Multi-trade courses. Particularly well-placed for residents in North Bristol, Bradley Stoke, and South Gloucestershire. AEB-funded places available for eligible WECA residents.

Bath College

Serves Bath and the surrounding B&NES area. Construction courses at the Somer Valley Campus include Plumbing, Electrical Installation, Carpentry, and Bricklaying. Smaller cohorts mean more hands-on time with tutors. Heritage construction skills are a particular strength given Bath's UNESCO World Heritage status.

Weston College

Based in Weston-super-Mare but within reasonable commute of south Bristol. Ofsted Outstanding with a strong construction department. Courses in Plumbing, Electrical, Carpentry, and Bricklaying. University Centre Weston also offers higher-level construction management qualifications. While outside the WECA area, the college accepts learners from across the region.

Bristol One City — Construction Skills

Bristol City Council's One City Plan includes specific targets for local employment on major construction projects. Section 106 agreements on developments like Temple Quarter and Western Harbour require contractors to create local apprenticeship and training opportunities.
